I need a license to buy my inlatable dinghy to take over the river?

Do I need a license to fly a rubber / rubber infatable if I on the River Severn.

Whether inlatable or infatable, I would think with something like that on the Severn would be very risky unless you know exactly what you do and see if you have questions about a license you're clearly not experienced. Keep this in mind before proceeding further! ! !
